Submission of proposals to IT Investment Committee

The University of Cape Town (UCT) is reconvening the Information Technology Investment and Prioritisation Committee (ITIPC). It is a sub-committee of the university’s IT governance committee – the University ICT Committee (UICTC).

The ITIPC did not convene in 2020 and 2021, following a decision taken by the University Finance Committee (UFC) to temporarily limit capital investments due to the need to re-prioritise institutional expenditure owing to the financial impact of COVID-19.

The university’s current financial position allows us to convene the ITIPC, which will enable the UCT community to submit capital investment requests to support significant IT-related initiatives or projects that have a wide impact across the university.

The primary objectives of the ITIPC are to:

  • qualify and quantify IT investment requests; and
  • prioritise and recommend IT investments to the university’s Resource Allocation Advisory Group (RAAG).

These objectives are achieved by assessing and evaluating IT investment requests, in the form of completed project proposals, in line with:

  • the university’s IT strategy and priorities as defined by the UICTC, and the university’s strategic plans and objectives;
  • IT service delivery and support requirements; and
  • an agreed IT investment framework.

The deadline for submission of project proposals is 29 July 2022.

The timing of the process is governed by the need to meet requirements for submission to RAAG and the UFC for decisions to be finalised for the 2023 budget cycle.

Subject to RAAG’s approval and the allocation of funding by the UFC, more detailed business cases may need to be developed in certain instances, to investigate the feasibility of solution options and to recommend a best-fit solution for project execution. This will be in line with defined business and technical requirements, including security and enterprise architecture considerations.
