Turning in circles

Can someone explain how and why the turning circle at the north end of University Avenue South (I'm sure we can all follow that) has become a parking lot? What, if anything, is going to be done about it?

The turning circle in University Avenue South has not become a parking area. During the past three weeks three vehicles were charged for parking there. The area is being monitored on a daily basis.
